Building on the successes of countries and cities across the world, the Institute of Global Homelessness (IGH) is partnering with key global strategic partners to launch A Place to Call Home, a global effort to support 150 cities to end street homelessness by 2030. The foundation for this effort will be the pioneering work of a small group of cities working toward goals related to ending street homelessness by 2020. Their work will show what is possible, clearing the path for 25 more cities working to end street homelessness by 2025, then a final 120 cities to end street homelessness by 2030.
2020 vanguard cities
A select group of 12-14 vanguard cities on six continents will launch A Place to Call Home. This team will be on the front line of the larger global movement, leading by example and demonstrating what's possible. Each city will commit to achieving a goal by the end of 2020 that puts them on a path to ending street homelessness by 2030.

MENU OF GOALS
End street homelessness in a neighborhood
or within a subpopulation
Targeted reduction in street homelessness of:
25%, 50%, or 75%
End street homelessness across the city
Each city’s goal will be achievable but ambitious within the local context, selected to drive learning and convince peers across the world that it is possible to solve this problem. IGH will mobilize the vanguard cities’ energy, knowledge and commitment, supporting them and fostering connections across regions. Each milestone met by a city will strengthen the global movement.

This model will allow IGH to accelerate progress in cities where street homelessness can be functionally ended by 2020, while learning from contexts where an end to street homelessness will take place on a longer timeline, but only if work begins now.
how will IGH work with the 2020 Vanguard Cities?
Together, IGH and the vanguard cities will help to determine the global response to street homelessness and disseminate learning and success to inspire others.
With guidance from IGH and support from their peers in other cities, vanguard city leaders will set targets, agree on a definition of success toward these targets, strengthen or develop a data collection system, and leverage coaching from IGH staff and advisors.
IGH will connect cities to one another as a small, talented group of peers who can help each other think through political and resource challenges, including an annual Vanguard Cities Summit in Chicago, USA.
Content experts and leaders who have achieved success reducing and ending homelessness will work intensively with cities on an individual basis, to be determined as tailored needs for support in each city are identified through personal support visits by IGH.
Alongside these efforts, IGH will foster a sense of the shared energy that comes with a global movement. At every opportunity, we will publicize and celebrate the work of local teams. Vanguard cities will leverage the global campaign to motivate local leaders, and to attract increased attention to action on street homelessness.
timeline

IGH will share learning, and evaluate how progress has been possible within cities.
IGH will recruit a group of cities to work toward the 2025 deadline.
